  17. <p>     What's more important: Sending a message or a messenger?
  18. The National Women's Political Caucus has decided not to
  19. co-sponsor a major abortion-rights march on Washington in April.
  20. The march, being mounted by the National Organization for Women
  21. and other groups, may feature such attention-getting favorites
  22. as chaining oneself to the White House fence. The N.W.P.C.,
  23. which focuses on helping get women elected to public office,
  24. feels that marches and civil disobedience are a waste of its
  25. resources. Says spokeswoman Pat Reilly: "For what it would cost
  26. us to participate in this march, we can elect several women."
